Make the Dough:
In a large mixing bowl, combine flour, sugar, salt, and instant yeast.
Add warm water, milk, and olive oil to the dry ingredients. Mix until the dough comes together.

Shape the Rolls:
Punch down the dough and divide it into 12 equal portions. Roll each portion into a ball and place them on a greased baking sheet. Cover with a towel and let rise again for 30 minutes.

Preheat your oven to 375°F (190°C).
Prepare the Garlic Butter:
In a small bowl, mix melted butter, minced garlic, and salt.
Bake the Rolls:
Brush the risen rolls with half of the garlic butter mixture. Bake for 18-20 minutes or until golden brown.
Add Final Touches:
Remove the rolls from the oven and immediately brush them with the remaining garlic butter. Sprinkle with fresh parsley and Parmesan cheese, if desired.
