Churro Bites:
In a saucepan, bring water, butter, sugar, and salt to a boil.
Reduce heat to low and add flour, stirring constantly until a dough forms and pulls away from the sides.
Remove from heat and let cool for 5 minutes.
Add vanilla extract and eggs, one at a time, mixing well after each addition until smooth.
Transfer dough to a piping bag fitted with a star tip.
Heat oil in a frying pan over medium-high heat.
Pipe 1-inch lengths of dough into the hot oil, cutting off with scissors.
Fry until golden brown, about 2-3 minutes per side. Remove with tongs and drain on paper towels.
Cinnamon Sugar Coating:
In a small bowl, mix sugar and cinnamon.
Roll warm churro bites in the mixture until well coated.
Chocolate Sauce:
In a saucepan, heat heavy cream until just boiling.
Remove from heat and add chocolate chips, stirring until smooth and melted.
